William J. Anaya
Mr. Anaya is a partner in the Chicago office of Arnstein & Lehr LLP. He is a member of the firm’s Complex Litigation, Environmental and Commercial Real Estate Practice Groups.
Mr. Anaya focuses his efforts in administrative law, specifically representing a wide range of clients in matters before state and federal regulatory agencies and forums. Mr. Anaya is an accomplished litigator, skilled at representing clients in administrative forums and in making an appropriate administrative record in matters before state and federal agencies and courts in Illinois and Indiana. Mr. Anaya’s experience includes not only litigation in State and Federal Courts and administrative forums, but also in appeals to Circuit and District Courts, various state and federal Appellate Courts and to the United States Supreme Court.
Mr. Anaya represents individuals and entities in enforcement and transactional matters involving the United States Food and Drug Administration, the Federal Aviation Administration, the United States Department of Transportation, the United States Occupational Safety and Health Administration, the United States Environmental Protection Agency, the Illinois Commerce Commission, the Illinois Department of Transportation and Tollway Commission, the Illinois Department of Public Health and the Illinois Environmental Protection Agency to name a few.
Mr. Anaya is licensed in Illinois and Indiana, and has similar experience in Indiana before various administrative agencies and the Indiana Department of Environmental Management. Mr. Anaya has substantial experience in civil and criminal administrative disputes, and transactions involving regulatory approval, compliance and permits associated with state and federal law and regulatory requirements.
In addition, Mr. Anaya serves as a member of the part-time faculty at Loyola University School of Law (Chicago) and at The John Marshall School of Law (Chicago), where he teaches administrative law principles and courses to law students.

Mr. Anaya is licensed in Illinois and Indiana and is a member of various national and state bar associations. In addition, Mr. Anaya is licensed to practice law in the U.S. District Courts for the Northern District of Illinois, Central District of Illinois, Northern District of Indiana, Southern District of Indiana, Eastern District of Wisconsin, Eastern District of Michigan, the U.S. Court of Appeals for the Seventh Circuit, the U.S. Tax Court, and the U.S. Supreme Court.
Publications and Speaking Engagements
Mr. Anaya has written and spoken on a broad range of topics and issues related to environmental, healthcare, corporate governance and real estate law. He has delivered presentations and conducted seminars for influential organizations, including the Illinois State Bar Association, the American Bar Association, The Chicago Bar Association and the Illinois Institute for Continuing Legal Education, among others. He is a frequent writer and lecturer in continuing legal education forums and the legal press. Mr. Anaya is also a member of the Illinois Institute for Continuing Legal Education Board of Directors, and in 2005, he was awarded the Addis Hall Award for Excellence in Legal Education.
