Thomas P. Conley
Partner

Mr. Conley is a partner in the Business group at Arnstein & Lehr, with special concentration in health care and regulatory compliance. From 1991 to 2003, Mr. Conley served as executive director and general counsel for the Illinois Educational Facilities Authority, a state agency. During his tenure, the Authority issued more than four billion dollars in revenue bonds to finance the construction and renovation of facilities for private, not-for-profit educational and cultural institutions throughout the State of Illinois. Mr. Conley served as a member of the Illinois Secretary of State's Business Corporation Act Advisory Committee. He is a founding member of the Institute of Illinois Business Law, a non-profit organization whose mission is to study the operation of laws relating to business activities, to develop proposals for the improvement of such laws and to provide research and advice to members of the Illinois General Assembly on such laws. Mr. Conley also serves as a business trustee for Associated Colleges of Illinois, a non-profit association of private liberal arts colleges and universities. Under an appointment by the United States Trustee for the Northern District of Illinois, Mr. Conley has served as Health Care Ombudsman.

Professional Activities and Achievements

Mr. Conley chaired the Illinois State Bar Association's Health Care Section Council and Chicago Bar Association's Health Care and Hospital Law Committee. Mr. Conley also served as a board member for the National Association of Educational Facilities Authorities. Mr. Conley was named a Leading Lawyer in Health Care and selected to participate on the Advisory Board of the Leading Lawyers Network. He has also been named an Illinois Super Lawyer by Law & Politics.

Publications

Mr. Conley was a contributing author in Aspatore Book’s publication Inside the Minds - Health Care Laws: Leading Lawyers on Instituting Compliance Programs, Dealing with Managed Care Companies, and Understanding Stark and Anti-Kickback Laws. He co-authored a chapter on Professional and Medical Corporations in Choice of Entity Issues and Corporations published by Illinois Institute for Continuing Legal Education (2005). He also was a coauthor for "Survey of Illinois Law: Health Care," 25 SIU Law Journal 873 (Summer 2001); "Survey of Illinois Law: Health Care," 18 SIU Law Journal 851 (Summer 1994); and "The Corporate Practice of Medicine," Health Care Lawyer (July 1987) and served as editor of "Survey of Illinois Law: Health Care," 20 SIU Law Journal 839 (Summer 1996). A frequent lecturer, Mr. Conley has spoken at legal and medical education programs on such topics as physician/hospital transactions, compliance plans, restrictive covenants, anti-kickback safe harbor regulations, selecting forms of business organizations, and unsecured claims against land trusts.
